NOTICE OF ANNUAL TOWN MEETING
June 15th, 2023
The Electors and Citizens qualified to vote in Town Meetings of the Town of Scotland, Connecticut, are hereby notified and warned that the Annual Town Meeting of said Town will be held in Scotland Volunteer Community Hall, 47 Brook Road, Scotland, Connecticut on the 15th day of June, 2023, at 7 o'clock in the evening for the following purposes:
1. To elect a Moderator;
2. To consider and act upon the recommendations of the Board of Selectmen that appropriations be made for the expenditure of Town Aid monies for fiscal year 2023-2024 budget and to make such appropriations as are advisable;
3. To empower the Board of Selectmen to borrow a sum not to exceed $500,000 in anticipation of tax revenue;
4. To consider and act upon a special appropriation of $200,000 to the General Fund for the fiscal year ending June 30, 2023; "f
5. To consider and act upon a proposal to lease town-owned property at 12 Pinch Street;
6. To consider and act upon the Five-Year Capital Improvement Plan;
7. To consider and act upon the 2023-2024 Capital Improvement Program Budget;
8. To consider and act upon an Ordinance for Land Use Application Processing Fees;
9. To elect a member to the Regional District 11 Board of Education for a term of three years;
10. To consider and act upon the budget of the General Government and levy a tax on the Grand List of October 1, 2022 of $117,071,380, subject to state mandated tax rates for the Motor Vehicle Grand List of $16,570,480;
11. To consider and act upon the budget of the Scotland Board of Education and levy a tax on the Grand List of October 1, 2022 of $117,071,380 for Scotland Elementary School, subject to state mandated tax rates for the Motor Vehicle Grand List of $16,570,480;
12. To levy a tax upon the Grand List of October 1, 2022 of $117,071,380 for the Regional School District 11 budget, subject to state mandated tax rates for the Motor Vehicle Grand List of $16,570,480;
13. To transact any other business proper to come before said meeting.
