About
The Animal Control Officer is responsible for enforcing laws about domestic animals. He or she investigates reports of animal abuse and nuisance animals, such as roaming dogs. The ACO has the authority to remove and impound animals and to issue citations to people who are not complying with laws relating to the keeping and care of animals.
Animal control services for Scotland are provided by the Northeast Connecticut Council of Governments. NECCOG has no-kill shelter facilities in Norwich and Dayville, and a full-time staff of animal control officers available 24/7. They will respond to complaints and emergencies involving domestic animals, large and small. NECCOG also provides adoption services for abandoned pets.
To report a domestic animal issue , please call NECCOG Animal Services at 860 774 1253, or go to the NECCOG animal control website.
Reports of rabid or nuisance wildlife should be reported to DEEP at 860-424-3333. Many animals, including foxes, raccoons, and coyotes, can carry the rabies virus, and can transmit it to humans. Please be familiar with the signs of rabies and exercise caution around animals you suspect may have the disease.
Please note:
The Town of Scotland does not allow commercial kennels, defined as any location in which five or more adult dogs are kept. Operators of illegal kennels are subject to citation. Their animals can be removed, impounded, and placed by the ACO.
