Finance Department

The Board of Selectmen acts as the Board of Finance in Scotland. In this capacity, its job is to develop an annual budget for day-to-day operations and a five-year capital improvement plan for major maintenance and replacement of town-owned capital assets such as buildings and equipment. The budget is presented at a hearing prior to the annual town meeting. 

The Finance Department is overseen by a treasurer, who is the chief financial officer of the town. His or her duties include:

The Department also includes a bookkeeper, who is responsible for paying bills under the supervision of the treasurer, and maintaining financial records. 

The town’s finances are audited annually by an outside firm whose report is presented to the Board of Selectmen and filed with the State Office of Policy and Management (OPM). Audits are intended to turn up errors as well as questionable practices, and to aid the town in correcting practices that do not comply with norms, standards, and laws.
